Quaker Meetings for Worship for Business are just that. They will begin and end with silence and are held as a Meeting for Worship. The Clerk will preside. Minutes are taken and agreed at the time of the Meeting. The meeting is not a democracy. It operates 'beyond concensus', which can mean that the minority view prevails if this is thought to be the right thing to do, and a minute must be agreed by all present. If the business causes a problem to a few the meeting will fall silent. No minute will be taken if this cannot be achieved.
